Authorized Push Payment (APP) Fraud

Definition

Authorized push payment (APP) fraud is a scam in which the victim is manipulated into authorizing a payment themselves — to an account controlled by the fraudster. Because the account holder approves the transfer, it bypasses controls built for unauthorized transactions; deepfaked voices and videos of family members, bank staff, or executives are now the manipulation tool of choice.

Why it matters for financial institutions

APP fraud has overtaken card fraud in several markets, and regulators are responding — the UK now mandates reimbursement split between sending and receiving institutions, turning social-engineering losses into direct bank liability. When the "person" instructing the payment is a deepfake, traditional confirmation calls make things worse, not better.
